TO PROVIDE SAFE, RELIABLE, EFFICIENT AND ENVIRONMENT-FRIENDLY DOMESTIC SHIPPING SERVICES by: maintaining and recruiting competent, experienced and qualified shorebased and shipboard officers and personnel who comply with national regulations and requirements.
All of our maritime endeavors will be marked with quality by providing all the needed resources to ensure the seaworthiness of our vessels. This will be supported by conducting regular training, reviews and audits to measure our actual service performance for the attainment of quality standards.
This policy shall be observed by all Company personnel. The Department Heads and the Masters of Company vessels shall have full responsibility in their respective units/vessels in implementing the Company's Safety and Quality Management System and in ensuring compliance herewith.

 Montenegro Shipping Lines, Inc. is a domestic shipping company established on September 16, 1978 by Vicente Leyco Montenegro, Sr. who was the pioneer service provider of commercial and public transportation by sea via the route Batangas City - Abra de Ilog and back. From serving one route with our original boat, "Malaya", we have continuously expanded to cater to the ever-growing demand for our services. Our company provides passenger and commercial (cargo or vehicles) marine transportation services with our fast-craft and roll on - roll off vessels. We now have a fleet of (33) vessels calling on twenty one (25) ports beyond the borders of the Southern Tagalog region, covering Bicol, Visayas and Mindanao under the innovative management of Vicente C. Montenegro, Jr., our General Manager. Moreover, we have seven (7) satellite offices with sixteen (16) corresponding Stations located at terminals in the cities of Batangas, Lucena, Masbate, Bacolod, Caticlan, Malay, Aklan, Surigao and Dumaguete. From the original seven employees, there are now more than one thousand (1,200) employees considered as partners of the company in ensuring that we continuously serve the public with pleasureable and safe water transportation.
MSLI is a world-class organization. complying with International Safety Standards. We are immensely pleased that we have been awarded our ISM Document of Compliance on October 21, 2002. Regular reviews and audits are being conducted to ensure the seaworthiness of our vessels and the quality standards of our services are met pursuant to the objectives of the International Management Code.
We are proud to be part of the Strong Republic Nautical Highway Project, being it's first and staunch supporter, in it's aim to bridge the islands of our country and pave the way for the development of public mobility, commerce and industry of those island provinces. In line with this, we also act as an indispensable partner to local government units and land transport operators in aiding promotion of trade and domestic tourism by providing safe, reliable, efficient and environment-friendly shipping services, making maritime transportation to outlying island provinces possible, more accessible and economical.
